internet slow initially after reboo

After a reboot, IE takes about 10-12 seconds to load its first web site. Once that is done, the net is very fast (cable connection). And up until the next reboot, it stays fast even if I close IE and restart it. Does anyone know what is the problem with that first website. It does not matter what site it is, btw
