Before you can click on the ‘APPLY’ Button you have to make changes to the options.
If you have not made any changes the ‘Apply’ button will be greyed out.

I make changes in all the tabs and then go to click apply but it wont let me its greyed out?

In the Internet Options window, click on the SECURITY tab. Ensure the "Internet" zone is highlighted. Below, click on "Default Level".

ok Dan I went to security and what I did was hit custom level then back to default level that worked thank you.
Sometimes you have to go a few steps back to go a few steps forward I guess.

Yeah, Windows can be funny like that. Sometimes you have to change to something else, then change back to your preferred settings to get it to acknowlege and "stick".
