I replaced old hard drive with new hard drive and installed windows xp and everything works great except I cannot access the internet via ethernet cable or wireless adapter. I've contacted my ISP and they tell me it sounds like a driver issue. I've tried using the internet tools and no help. Someone please help!

You have to install the network drivers...they're not on the XP CD.

And that's probably not the only driver you're lacking.

The regular XP CD often does not have drivers for devices that were first made after XP was first released.
Load all the drivers found on the Dell web site for your model.
If they don't have the drivers for the operating system you are using (XP?), 2000 drivers often work fine for XP. If some of the ones they have will not install because they are for a different operating system, you will have to find the ones that won't install on the web.If you are using a USB network adapter, or a PCMCIA card in a slot card one on a laptop, that did not come with the computer originally, you will have to get the drivers from the maker of the device's web site.
Also....
Your mboard is relatively old and XP may detect the main chipset and other devices built into the mboard correctly and have all the necessary drivers for it built in, but to make sure....Whenever you load Windows from a regular Windows CD (or DVD) from scratch, after Setup is finished you must load the drivers for the mboard, particularly the main chipset drivers, in order for Windows to have the proper drivers for and information about your mboard hardware, including it's AGP or PCI-E, ACPI, and hard drive controller support. If you have a generic system and have the CD that came with the mboard, all the necessary drivers are on it. If you load drivers from the web, brand name system builders and mboard makers often DO NOT have the main chipset drivers listed in the downloads for your model - in that case you must go to the maker of the main chipset's web site, get the drivers, and load them.
This is especially important for a laptop, otherwise you may have several unknown or not working correctly devices in Device Manager even after you have installed all other drivers.
E.g. firewire controller drivers, PCMCIA slot controller drivers, etc.

It looks like an older laptop so Everest will probably help you find the right drivers:

Go to Dell's support site, enter your Service Tag number (it's on the bottom of the laptop) and you can download the appropriate drivers.
