Internet Explorer won't open links

When I click on a link (it happens mostly with hotmail and ebay) internet explorer won't open that link but try to download something, that is, i get the same windows as when I click on "save as". Also, if its any help, the file that it looks like its trying to download is just a mix of numbers and letters such as "00ad677-ueh675" etc
