internet explorer won't open

Specs: Windows xp , ?
First, I tried to upgrade from IE7 to 8 and after restarting the computer, IE wont open.. Internet options on control panel won't open and it won't let me go to previous restore point. so i rebooted the computer with OS disk. It went back to IE6 so I tried again to upgrade to 7.. IE won't open. Deleted 7 so the computer automatically went to IE 6.. Why am I having trouble upgrading. How can I fix it?

I tried to upgrade again... Windows installer was down... so i did some fix msiexec/unregister then msiexec/register.. then I tried to install automatic updates but they all failed..After upgrading to 7.0 when clicking on the icon for IE it pops up and then pops off.. Internet Options icon in control panel does not open.. and i even tried to access internet options from aol... but it would not open...so I add/removed IE7 and IE6 is working .. but obviously something is wrong

Did you run a Windows Repair after booting to the XP CD?

You said you rebooted the computer with the OS Disk. I'm assuming you meant that you restarted the computer, and then booted to the XP CD. Is that not correct? What kind of upgrade did you do?

I posted another response but I don't see it... I used the reinstallation cd... it dropped me to IE 6.. so I tried to upgrade to 7 thinking maybe it was IE8 that was the problem, but the same thing happened.. after the installation and the comp reboots, I can't open IE..Internet options..and windows installer.

If you ran a Repair, and you now have IE 6, you'll need to make sure that you have the lastest MS Installer. Use another computer to go to MS's Download site and download the installer.

You should also install SP3 and any other updates.
