Internet Explorer window locked

OS: WINDOWS XP
CPU/Ram: pentium 4, 256 mb ram

When my Internet Explorer Window is maximized, it does
not fill the entire screen, I cannot move it, and I
cannot see the bottom of the window which shows the file
loading bar.

Can anyone tell me how to change the settings so when I maximise the window it is not locked on the desktop?
