That little lot is HTML, which is pointing to an offline save, so presumably it requires "director2.htm" in the following path:
"C:\Program Files\Hewlett-Packard\Digital Imaging\bbfe\director"
I would check to see if the file is present at that location because Director is usually fired up with an htm file.
Notes (apologies if you already know all this):
file:/// denotes that it is pointing to an offline saved URL.
%20 just means a space.
I assumed "Hewlitt" was just a typo for "Hewlett" (if not it could matter).
Otherwise I'm out of ideas - I only chimed in because I thought you just wanted to get shot of the error message.
