You may have following problems:
(1) You are not allowed to visit URLs due to Proxy/firewall
(2) Virus/trojan will not allow you to connect to internet unless it connects to its "server" first.
(3) You cleaned out a virus/trojan/rootkit making breakin the LSP sockets.

For first problem, talk to your admin/parent/supervisor

For second problem, use antipyware/antivirus to remove the virus/trojan/rootkit (I prefer AVG-AV/AS; Spybot S&D, Gmer, Combofix, HijackThis).

For third item, you need LSP Fix program (but it may not solve all problem..try it, if fail, need to do System Restore or Re-install XP).

Does any other application that accesses the web work (i.e. Instant Messaging, Outlook Express, etc.)?

Hmm I wonder what happened to decency and morality? Doesn't anyone remember them?

Check the "allowed" list in Windows Defender and see if there are any blocked items in IE. I have found that if you use an anti-virus program like AVG it will block you from receiving certain downloads like e-mail via Outlook Express.

"I keep getting "Internet Explorer cannot display web page".."

Do you get that for all web pages or just some of them?

Does it happen occaisionally or all the time since it first started to do that?

Windows Defender is a free anti-adware/spyware program you can download from the Microsoft web site and install, but it is very limited, and other anti-adware/spyware programs are better.

"I get it for ALL my pages at one time or another...I can have the page open and all of a sudden it closes! It happens every single time I am on.."

Your problem could be some sites are being blocked, but in that case only specific sites would be blocked, and they would NEVER work.

There's a strong possibility you have a poor internet connection.

- If you connect wirelessly to the internet, especially if your connection is wireless B, or wireless G which is backward compatible with B, your problem is common.
You may need to get another wireless router or wireless network adapter that is more reliable. The quality control of them is poor.
But you could try .....
If you are close enough to your router or whatever connects you to the internet, if you can use a network cable between all connections, your internet connection will be much more reliable.

- your high speed modem or router/high speed modem combo may be damaged, and you may need to replace it.

- if it is a DSL or ADSL modem, try another telephone cable, and/or use as short a cable as you can.
If you have a long telephone cable - a lot more than 6 feet or so - if you move the modem or modem/router combo farther away from the computer and use a much shorter telephone cable it will probably work a lot better. If you connect to it with a network cable that can be as long as at least 30 metres and not cause problems.
OR if you make up a connection between the nearest telephone wall connection using standard twisted wire telephone cable normally used inside walls, and connect it to a small box you can plug in a standard short telephone cable to connect your modem or modem/router to, it will probably work a lot better.

- if is is a coax cable connected modem or modem/router combo, try a different cable, or replace the end connectors on the cable. Gold plated connectors are more reliable.

Sweet Image, try tapping f8 at startup and when it gives you the choices of safe mode, etc, use your up arrow and scroll to safe mode with networking and select that.
1- A bunch of writing will appear on the screen.
2- have patience, when the writing dissappears it will take you in to safe mode. Follow the prompts to get in
3- Once windows is up and running try getting online with internet explorer.

If you are able to get on-line that shows something is blocking IE in normal mode.

In that case, try a system restore:
http://support.microsoft.com/kb/306084
to a date before the problem.

I see you are connecting through ethernet. You may also want to right click on the little monitor icon (near the clock) and scroll down to repair and left click that. See if that helps.

In the future just for your reference, if someone suggests something like windows defender and you don't know what it is, maybe try http://www.google.com/ and google for the answer....that is if you can get on-line.
HTH
