Internet explorer prob

OS: Windows XP
CPU/Ram: Intel(R) 248MB RAM

some website manages to load their toolbar everytime i open internet explorer. i think they put a command into my saved homepage. So when i deleted this the problem went away.. until i restarted my computer again. is there anyway to configure internet explorer to not do this? there's nothing in the internet options.
