internet explorer pics look awful

The quality of pictures on IE6. is very grainy, as if my resolution is set too low. But its set to highest quality?? Pics look fine in other image programs, its only in Internet Explorer that the problem is.

Is "Smart Image Dithering" disabled in IE's Advanced options (under the Multimedia category)?

No Robert, Smart Image Dithering is enabled. Even when I save the pics the quality is bad. Im really lost on this one...

You said pics look fine in other apps, but now you're saying even when you save them they look bad?
I thought you meant if you download them with another app they look fine.
Does your ISP have a proxy? Some ISPs compress images to speed up your connection (AOL does it)... Those "high speed" internet advertisments that they've been showing on TV lately that say they can be up to 5 times faster, all they really do is compress images, which means the quality is horrible.
Who is your ISP?

Sorry, my pics are bad in other apps, my mistake. I always use a proxy. But i`ve been using different proxys lately and the pics are bad with them all
