Internet explorer open dialog box won't

I have been having a problem downloading .exe files off the internet. When I go to download a program off the internet, the open dialog box won't open so I can save it. I've checked the registry under exefiles and exe and have reset all the internet explorer settings. Save target as only works on some programs. Please help!!

Having the same issue with csv files. We were able to go to business related sites and open .csv files from the current location. Since applying latest IE security patch to IE 5.5 and 6.0 the open button is greyed out and I cannot find the reg hack (if there is one) to corect the problem. Any ideas?????
