Ok basically i restarted my computer using the power button on my case and after windows booted up i went to go to internet explorer and it started up then came up with a message box asking me to send error report and or dont send and it said internet explorer had encountered a problem and had to close what do i do i already try installing firefox and it does the same thing to it and i also tryed system restore but no luck and i tryed the last good know configurtions but i dont wanna reformat what do i do??

If firefox crashes too, it looks like your system is already screwed. Painfully as it sounds, once a year you should de/reinstall you OS and programs if you intend to keep them working flawlessly. This doesn't necessarily mean a reformat, you can always backup your data in a separate folder of your hard drive, or in another hard drive, or in your mp3 drive or whatever, and then reinstall. "Just because I'm paranoid doesn't mean that you're not one of THEM"
