Internet Explorer 8 download

Specs: Vista Ultimate, SP2, 3.0Ghz/2Ghz
I want to download IE8 for a friend. I went to Microsoft's web site and downloaded the self extracting cabinet file. The actual file size of IE8 is 16.1 MB. The cabinet file is just 254KB. Does the self extracting file require an internet connection to install? If so, does anyone know of another place on Microsoft's site where the entire 16.1 MB file can be downloaded? I'm asking because my friend is only on dial-up. If any kind of internet connection is needed for either method, he wont be able to do it. Thats why he asked me to download it. But then, I realized about the cabinet file, which may require an internet connection to install. In any event, I am not downloading the IE8 package for IT administrators and developers. That's 316MB! Thanks!

You need to get the network or stand alone version. I doubt the full is 316MB. I think it was more like 50 MB.

Why don't you use IE9?

The only way to get IE8 without downloading on your friend's computer is for you to download it to USB drive, then install on his computer. A simple web search for "internet explorer 8 xp" brought me here, it's the full 16MB file:

The 316MB file is Service Pack 3. If he's not running it, you should install that before installing IE8.

I put this question on the XP forum because my friend has XP! So, I assume by your answers that the cab file requires an internet connection? By the way, I found IE8 on Softpedia and CNET, both of which I think are reputable places to download; what do you folks think? Thank you all for your responses!
