MORE INFO PLEASE !!! modem type, isp computer, os, programs that are runing, processes, name, address, inside leg measurement !.

Seriously. modem type, computer type, OS, isp, and what programs you are using at the time, and what programs show up in TASK MANAGER.

What is it rated at and what is it running at?

Keep in mind that your DSL can only run as fast as the system at the other end. If it's dial-up at the other end, your connection will only run at dial-up speed.
