The major ISPs cannot control how many PC use a single account once they are connected though a router. Even with all the recources at their disposal it is impossible to control other than put clauses in agreements and hope the subscriber adheres to it.
It is possible to discover if a subscriber is using a router, but thats all it shows. There is no way of telling with any accuracy how many PCs there are on the clients side, not without a lot of expensive monitoring.
