Installshield Setup Fails

When i try to install any program which has a 32-bit InstallShield setup.exe, Nothing happens. Then i look in the Task Manager and a "ntvdm.exe" has loaded with "wowexec.exe" and "setup.exe" as subprograms. I gather that ntvdm is the Virtual DOS Machine which is needed to run 16-bit proggies on a 32-bit OS.
So why is it loading up for a 32-bit installer, and how can i stop it??
NB... I have replaced all the files that are part of the VDM with ones from another working machine on the same Service Pack! Still doesn't work, Wierd eh?
Please can someone help, really desperate cos i can't install most programs.
