Installing Norton on xp

I downloaded Norton Anti Virus and every time I try to install it, I get this message:
"The system administrator has set policies to prevent this installation".
I am the system administrator and I don't recall setting any policies about installations. Does anyone know how to get around this so I can install?
1.Goto the Control Panel, User Accounts, click on your account at the bottom, click Change my account type, make sure it is set to administrator, not limited. If it is set to Administrator then press the back button at the top of the window and then choose Remove Password.
2.Try installing it to the "Shared Documents" folders.
Try and see if any of these help you out, if not post back for others to suggest other ideas

I had a similar problem. The answer from Symantec was that something probably did not get uninstalled from an earlier release. They advised me to uninstall and reinstall the s/w. It is now working.
