Installing from CD

Going to try this again. My system will not load any programs (in normal mode) off of my cds on either drive. In safe mode, I can attempt to load the programs but since I'm missing drivers in safe mode I can't configure the programs (SQL Server, etc). I've tried just about every piece of advice out there and nothing seems to work. The program will allow me to make a selection and then when it goes to install, it just quits.
Processes show the setup information under task manager but no application. Funny thing is that when I go to power down the system, it tries to install the program at that time which is too late. My CDRW and my DVDRW works fine otherwise. Any suggestions?
