Installing 250G HDD

A friend brought me an EMachine to look at and install a new HDD, a 250G Seagate Barracuda.

I'll try and make this as short as I can. I have the new HDD in properly, jumpers, connectors etc. However, nothing happens, machine spins up but does not boot. I see nothing on the monitor screen. The green light comes on and goes off. I have the software CD in the CDROM but still not booting.
I went as far as hooking up an operational HD and got the same negative results. Looking for help/suggestions.

260 Ghz CPU? Or is it 260 Mhz?
The eMachines usually come with 2 recovery CDs. The other day I installed a new HD into a functional eMachine for a friend family. I disconnected the existing HD and connected the brand new HD to the same ribbon and power cables, inserted Recovery CD1, booted up and it installed XP-Home without hassle. At one time it asked for the second CD and the installation was completed. They now have a spare system in case the original HD goes swimming.

does it beep when it's powering up? if it's not beeping it could be not POSTing and may indicated a shot cpu. also try changing IDE cables, I kept getting a harddrive error for a while that turned out to be caused by the IDE cable

Nothing, no beeps. Machine turns on, fan working etc. but as you said no posting. I'll try changing the cpu if I have an extra.
13526, it's a 250 Gig HD.

I did a little more experimenting, here's an update. I removed the MOBO jumpers for one minute and replaced them in original order. I got a known good stick of RAM, still no boot, no beeps. I've already removed any pci cards, still no boot, no beeps. I removed all RAM and did get a continuous beep. I do get lights to flash on the keyboard for an instant, but other than that the machine just spins. The CPU and power source fans are working.
Need your help/suggestions. Oh, I did go to the emachine web site but not a lot of information there.

As per says, probably a faulty or dead PS

If the computer previously worked fine with the ram it already had, why would you try a stick of ram that may not be compatible with the mboard? It working fine in another mboard is no guarantee it will work in the emachine, unless the other mboard has the same main chipset.

Well thanks for the suggestions. But how could it be a power supply when I had said that the power unit fan and CPU fan are working as well as the HDD itself spinning up but not booting/posting.
Anyway, I found the problem. Apparently my friends son/s had played with the MOBO jumpers. After trying them in different settings/positions it is up and running.
Again, thanks for the help.

Simple. Power supplies can partially work, yet won't let the mboard actually boot all the way. That's very common.

We're glad to hear you have solved the problem, but it sounds like this computer could not have booted even before you attempted to install the 250gb hard drive.
