I am not actually prompted for anything. It just beeps and then it does nothing. It once read it but I stopped it as I thought I was going instead install Linux, but it would not read the CD. So I went back to XP and it does no longer read it. No idea

Is it a legitimate Microsoft CD? Is the optical drive ok? Can you boot from a floppy?

If there is no disc detected while attempting to boot from the drive & the drive is also not accessible from Windows, despite being detected, you may have a defective drive.

If you have a floppy drive on this machine, you can quickly check the drive in dos.
Boot the machine with a Win98SE Boot Disk choosing "With CDROM Support".
Insert a Windows CD into the drive and at the A:\> prompt, type in dir/a/-p %cdrom%: (or dir/a/-p x: where x: is the device letter assigned to the drive(s) during the boot process) and hit Enter. If you get a directory listing, the hardware aspect of the drive is OK.
It's a good day when you learn something

Even if the drive isn't bootable, but you can see the contents of the drive, you could try floppy bootdisks:
