install sp3 only

Does anyone know what's wrong with creating a cd to install sp3 from this? http://www.microsoft.com/downloads/... Microsoft say this is only for multiple use but I can't find somewhere else with an install for xp home. This computer is for non internet use, so I will have to install it myself and download from another pc. Thanks.
