The only thing you cannot format is the System and Boot drive while Windows is running. Other than that, you can format anything.
Boot from your Windows XP CD and you can do all the partitioning and formatting you ever want to do.

Hello You cannot install ME on an XP system. If you want ME, you have to Fdisk and then install ME first using FAT32 and then install XP Good Lock

A sure-fire way to accomplish this is to go to your hard drive manufacturer's website and download their utility disk (floppy usually) and setup a "new" drive from there. In fact Maxtor's utility will even let you set up partitions as well.
