Inspiron 2500 fan error?

Hello,
I have been having problems with my Dell Inspiron 2500. They began about a week ago with an odd "buzzing" sound during startup and operation of the computer. All processes of the laptop have now slowed dramatically. It sometimes takes up to 15 minutes to get from the Windows startup screen to my desktop, and all applications either will not open, or lock up frequently. In your opinion, does this sound like a cooling fan issue? If so, and they should be replaced, is it safe to install a new fan from any manufacturer other than Dell?
If you need more info on the laptop, please let me know.
I would be very appreciative for any help or opinions you may offer me.
