Inspiron 2500 fan error?

Hello,

I have been having problems with my Dell Inspiron 2500. They began about a week ago with an odd "buzzing" sound during startup and operation of the computer. All processes of the laptop have now slowed dramatically. It sometimes takes up to 15 minutes to get from the Windows startup screen to my desktop, and all applications either will not open, or lock up frequently.
In your opinion, does this sound like a cooling fan issue? If so, and they should be replaced, is it safe to install a new fan from any manufacturer other than Dell?

If you need more info on the laptop, please let me know.

I would be very appreciative for any help or opinions you may offer me.

well first you need to open your case and see if the fan is spinning. next, go into BIOS and see what the RPM of the fan is.

Also consider that it might be the hard drive making that sound.

If the fan is going bad then the cpu is overheating and going into a thermal protection CPU throttling mode.

although before this happens the system will ussually give some nasty beep warnings. The laptop may not though.
