Inspiron 1100 problems

Gave to my Daughter a year ago, screen went dim (inverter). Gave her another laptop and got this one back to fix. She passworded and forgot password. Was able to boot to enter password screen only.

We put in new inverter, new 120g hard drive, upgraded ram to 512 and replaced keyboard (keys missing).

We have original Dell XP cd, driver cd, etc.

CD-Rom won't read cd's and black screen. CD runs for about 15 sec and stops. Cant boot to BIOS or anywhere with black screen.
Could CD-Rom be bad?
