Recently I tried to boot my computer in safe mode but when I did my computer began to go in an infinite loop of booting in safe mode and then restarting itself. I ran a recovery which took me back to the day I purchased it. At which time I had to reload all my software and I ended up putting in a new graphics card and installed drivers. But since I ran the recovery my computer has been moving extremely slow and freezes up frequently. If you have an suggestions they would be most appreciative. I have run adware, ccleaner, norton, and a "chkdsk" and found nothing.

did all this begin after you install your new graphic card?

if so, you might want to check your power supply to make sure its suppling adequate voltage to all your hardware components.

no, it started before I installed my new graphics card. I thought that it was moving slow because I no longer had the drivers installed for my previous one, so I figured the computer was moving slow because it was trying to use hardware it didn't recognize, so I used the excuse to upgrade. But to my disappointment that did not fix the issue. It didn't get worse, but just stayed the same.

You should run Memtest86 on your computer for several hours. IMO, I'd run it between 13 and 20 hours. Any errors are unacceptable. Memtest86 tests your RAM. RAM errors can cause the symptoms that you described.

Memtest86 can be downloaded here (you'll need 1 floppy disk):

http://www.memtest86.com/memtest33.zip

Unzip it to a folder, then double-click INSTALL.bat.

If Jesus [God] Himself said in the Bible that He was the Way, why wouldn't it be true?

For the memtest86 thing, my computer doesn't have a floppy drive. I only have a cd/dvd drive and usb drives. Should I still use it or try something else since I can't use floppy disks? But thanks for the suggestion. I downloaded and unzipped it, but haven't tried to install it yet.

Download this bootable CD then:

For some reason, there are 2 ISOs in this archive with the same size. Either one should work. Make sure you know how to burn an ISO first. Just burning the file won't work.

Another area that you should test is the hard drive. Download an HDD tester such as Hitachi Drive Fitness Test (works on most drives), it is an ISO that can create a bootable CD.

Thanks guys. The problem is fixed. Turns out I had over 1500 hits of spyware. When I got rid of those the problem wasn't as bad but still persisted. But then I removed Norton and haven't had a problem since. Thanks for the help.
