Images load fuzzy when using both Mozilla Firefox and IE
I have a HP Pavilion zv5000 laptop running Windows XP. Whenever I view a picture on the internet, the picture loads very fuzzy and looks like a lot of the pixels in the picture have merged together into blobs. This makes the pictures hard to see and basically useless. This happens when I am using both Internet Explorer and Mozilla Firefox.When I save a picture to my hardrive and open using a picture viewer, the picture still looks fuzzy. However, if I take a picture with my digital camera and import it onto my hardrive, it looks fine, crystal clear and not fuzzy at all.
Amazingly, about once of out 100 times I start my computer, this problem doesn't occur and the pictures load perfectly clear on Mozilla Firefox and IE. However, the next time I start my computer, the pictures are back to loading fuzzy.
Any ideas on what is wrong and how to fix it?

Screen resolution is 1024x768
Color quality is set at "Highest" (32 bit). Only other option is "Medium" (16 bit).

Are you using any sort of web accelerator? web accelerators will lower the image quality so it doesn't take as long for the picture to load. If this is the case, usually there are settings you can change to vary the picture quality.

Open regedit | go to:
HKEY_CURRENT_USER>Software>Microsoft>InternetExplorer>Main>UseHR
needs to be changed to 0 (instead of default 1)
If it is set to 0 then try changing it to 1.
You may also want to reinstall your video drivers.

I was unaware a web accelerator was being run on my computer. I connect to the internet with VerizonWireless EVDO, so I can take my laptop anywhere and have an internet connection.
I looked deeper into the preferences on the VZAcess program that controls the internet connection, and it was running something called "Venturi" to compress and accelerate WWAN connection. There was an option to alter the picture display.
