IIS User Permissions

I've got a user with "normal user" rights, i.e. not an administrator.

That needs to run and have control of IIS on his machine. He is developing .NET web applications and needs permissions to publish
the applications on my local IIS server.

Is there a way to grant the user full control of IIS without giving them administrator rights or elevating their permissions?
