My cat was walking on the keyboard when I was online. Now my IE Address bar, menu bar et al. roll up and out of sight every time the mouse leaves the top of the page. How do I turn it back on to normal so that doesn't happen and get my menu bar back (it disappeared)

It doesn't have to be this difficult
