Just move your cursor to the edge of the IE window, when it turns to a double arrow, left click and drag the edges to fill the screen. Then go to "File" then click "Exit" . The next time you open IE it will open maximized.

If it comes to the crunch there is an old W95 freebie called WinSize that works just fine in XP. It keeps all your Window sizes the way you want them. I didn't think I'd need it for XP but was soon proved wrong.
All you have to do is put a shortcut to it in Startup (not mentioned) and make sure you close it's own dialog box with the "Close button" rather than the X otherwise it shuts down. You use the mouse to size the screens (important), tag them then save them.
Strangely I've sometimes found that eventually you can "un-tag" certain programs and they seem to have then learned for themselves.
