I second Sabertooth. The only way to get rid of the IE7 favicons is by cleaning out the contents of Temporary Internet files folder (CLICK ME). Be aware that the next time you visit a site that uses favicons it may reappear again.
Alternatively use Firefox. You can permanently disable favicons. Look HERE for the tweak.

I wonder if blocking either the mime or file extension somehow would work. Maybe a firewall rule. It could be blocked with an advanced firewall I'd bet.
Most people have been asking MS to make the favicons to work not the other way around.
I read it wrong and answer it wrong too. So get off my case you peanut.

I for one believe that Microsoft should make simple options of off/on for all their stuff. It maybe that the operating system belongs to them but the computer belongs to those that own them and THEY should have final word on what should be used or not used on THEIR personal computers

I want to keep things minimal. I found favicons to be unnecessary.
