Solved IE7 delay opening new windows

Specs: Windows XP, Intel x86 / 3MB
IE7 delays for about 10 seconds on new pages before it will allow me to scroll the page. I can scroll immediately in Firefox, but I have to use IE for certain dbases. I've experimented with disabling Add-ons, but to no avail.

I did reset IE7 to the default settings and it improved the scrolling. However, it created a new problem of the screen vibrating up and down everytime I put the cursor near the address bar. I finally took a chance at upgrading to IE8 and fortunately the dbase site still functions fine. I notice that the scrolling is now more responsive and the upgrade eliminated the vibrating problem... so all is good!
