IE7 cannot browse

I'm having trouble with IE7. Just removed it and reinstalled via Microsoft D/L and same problem. IE7 auto starts on notebook bootup; home page stays at runonce.msn.com even though I keep on changing and save msn.com; Some of my registry files seems to be missing I think; tried to download Windows installer and cannot - error can't find script engine "VB Script";says need to load xp cd ( don't have one , only a restore cd and it does'nt work - says wrong cd); next thing IE page would load but with the previous display when last visited and though i'm able to click on any links they wont open; also from the programs menu - there is no responses for System Restore and System Information - thus I'm not sure of the properties of this notebook.

By the way Windows Defender cannot find anything while Spybot S&D found errors with Regclean. Im pretty sure all my problems began after doing a registry scan with Regclean. ANy help would be greatly appreciated. Thanks

Yes, this is what happens when people use 'clean up' utilities.
Go into system restore and set it back to before you used that dastardly 'registry cleaner' utility and then learn your lesson...
