IE6 Security Problem?

Lately I have been getting many error prompts concercning ActiveX. So I went to the IE Internet Options and tried to change the ActiveX settings back and also tried lowering my security level to low and medium-low but everytime I hit 'OK' and exit the settings return to a Medium security level. I was able to save the ActiveX settings however. Anyone know what the problem is?

I just wanted to add that although I was able to save the ActiveX controls the way I wanted them (basically every option is on 'Enabled") I am still getting an error that basically says the page may not load correctly because of my ActiveX secruity settings.
