IE6 problem

Product: hp pavillion a630

running xp, IE^, when I go to inet options, I get "operation cancelled due to restrictions on this computer.contact your system administrator"
Anybody know what caused this? I am the administrator.

Your security settings have changed, maybe a firewall or a program.
Spybot is one such program.
Mode > Advanced ( menu at the top ) > Tools > IE tweaks ( on the side menu ) > Lock IE start page setting against user changes ( current user )

Or,
Use either 1 or 2
1. Run regedit and search for NoBrowserOptions. If found change the Dword value to 0.
2. HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control Panel
Change value of "Homepage" from 1 to 0.

Download Restrictions.
