You can open the add/ remove programs, if windows update automatically installed the ie 7 , remove it. Once you select it ,make sure the check box show updates is tick. Some of these updates is not properly download and make the system disabled.

The fear is worse than the pain

Why mention IE7? Ok so if Microsoft has installed IE7, then leave it be. Do this, open control panel and then Internet Options. Go to the Advanced tab and then click on 'Reset', at the bottom of the window. This will restore all Internet Explorer settings to the manufacturers default settings. All add on's will be disabled! In most cases this will restore normal operation.
This works for IE6 and 7
When you get it working, do yourself a favor, DON'T allow these tool bars to install!! They will always slow down IE and don't really do anything useful, except allow the company to track what you do on the net.

Computers... designed to entertain, help with work but most of all to frustrate you!
