I am unable to start Internet Explorer and several other applications. I click to open the application and I get the error "internet Explorer has encountered a problem and needs to shut down." The application never actually starts, but gives that error. My Internet connection is up, but I also get a message that there is no Internet connection available. There is also an annoying DialUp Connection dialog box that comes up when trying to start Internet Explorer as well as other applications that are not online applications.
In the midst of all this, I have also tried a system sestore. When to do a safe mode system restore, I received the rstrui.exe malicious script error from Norton. When I checked the system date, it was/is correct. A system restore (not in safe mode) seemed to work fine, but I still have the same Internet connectivity problem.
I have yet to try disabling/reenabling system restore. I'll be trying that when I get home from work today. Other than that, does anyone have any suggestions/advice.

You will have to trouble shoot several system items to try and determine the cause/causes. First check your system with a anti-virus program to make sure that this is not the problem. Next, go to device manager and determine if there are any yellow caution marks by your LAN or modem hardware. IE will try to dial up if it does not sense an internet connection is available. Go to your control panel and check on internet connections to make sure that you still have the connections you think you do. Also, check Network Connections in the Control panel to make sure that your internet connection is still listed properly. As a last resort, download IE from MS and reinstall.
