A website newsletter recommended Haihaisoft as a PDF reader, small file as opposed to Adobe. But when I want to download a one page government application form, it begins to download then is stopped by a window that comes up that at the bottom says it could be dangerous but also has Open Save Cancel. So I try to open it again. It begins then bing, the same window so I save it and try and open it there same result. Is this an EI window that pops up and is preventing me from using this reader ??? Frustrated thanks Vicp

To download a PDF file from a link:
1. Right-click the link to a PDF file and choose Save Link Target As from the pop-up menu.
2. In the Save As dialog box, select a location on the hard drive, and then click Save.
As for Haihaisoft, I prefer Foxit Reader for Windows - it suits me extremely well in everything I do with PDF files.

Be sure you are on a true trusted site. There are many scams.
Some sites force you to use more advanced pdf readers. The PDF they made allow user input to the pages (boxes for personal info) so they can be printed or faxed back. It makes a neat typewritten looking application.
If you don't want to install applications see also portableapps.com. Good free, portable applications. They do not let you just open pdf files, you have to choose the application or open application then open file.
"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, are in my top 10
