IE tools access

I cannot access the internet options on IE6 but I don't recall changing any settings on my computer. Before I had no problems but now I get the following message when I try to open:
Tools\Internet Options...
This operation has been cancelled due to restrcitions in effect on this computer. Please contact your system administrator.
Also I can't view any History offline as the sites are all greyed out.

I had a problem similar to this, except another ugly feature that happened to my was my home page was moved. I had to go into the registry and delete a key. Here's the microsoft version of this:
------I'd check for the key first.----- hkey_current_user/software/policies/microsoft/internet explorer/restrictions
If a value called NoBrowserOptions exists, delete this value and restart the machine.
