IE Slow and Choppy

My Internet Explorer is starting to really slow down and is very choppy. It's always a few "steps behind." My PC runs normally, I've done a disk check etc. but it's still like this. Is there is there anyway to fix this problem?

Also, go into Internet options and delete all files (make sure you check the offline files box also). Your "index.dat" file may be corrupt, that will really screw up IE.

Download C Cleaner and Super AntiSpyware then install these programs
Boot to Safe mode(F8 while booting up) and run C Cleaner then Super AntiSpyware Then reboot to normal mode

I process titled, "bdss.exe" was slowing down my IE. When I ended it everything went back to running smoothly. How do I permanently rid myself of this problem so I don't have to go into Task Manager every single time?
