IE Security Level Keeps Resetting

I've got a problem where my internet explorer security level just won't stay still. See, I kept getting a warning about every minute when using IE that "Your current security settings prohibit running ActiveX controls on this page..." so I changed my security level to low and the warning stopped popping up. The problem is that everytime I restart my computer, the security level somehow resets by itself and I start to get the warning again. Has anyone else run into this problem and know how to fix it? Any help would be appreciated.

Go to control panel >>internet options and set your security to default levels apply and then ok out. Now open up your firewall and reset that to match your new settings and you should be ok.

I don't have a firewall and it's really weird because sometimes when I change the security setting to low and click apply/ok, it will immediately go back to custom and I keep getting the warning. Even when I disconnect the internet, I still get the warning. However, when I run in safe mode, everything is fine. Btw, the warnings pop up like crazy ocassionally, like 1 every second. Completely freezes up the computer. I'm starting to think that maybe it is a virus... I relly need help with this so anybody who knows anything, please post! :)
