I had posted the problem before.
Couple months ago, in an acount, Internet Exloplore on my Win XP suddenly can not be opened. A pop up window "Mirosoft Visual C++ Runtime Library" tell me that runtime error at C:/Program Files/Internet Explore/iexplorer While another account, IE worked fine. I used the System Restore to fix this. But It happened again a week later. Then I created a new account user. And IE worked fine at that account. It means IE worked fine at two accounts and get runtime error at an account.
Today, when I turn on my commputer and access internet by Internet Explore, the problem happens again but this time to both accounts. An run time error comes up each time I click on the Internet Explore.
Does anyone have any suggestion?

Download the IE REPAIR Utility and see if this corrects the issue
Also do you have the google toolbar?? if so ,Google Toolbar for IE was the culprit. Removing it through the Add/Remove Programs app solved the problem.
