When I try to go to any website it will load for a second then go to can't display page and the title bar reads "blocked" instead of the page name. all setting in internet options are set to default, cleared coookies and cache, no content blocker and no security software on computer, it is brand new and dell has no idea.

You need to run you antispyware/malware/virus programs...preferably from within safe mode. This sounds like a malware issue blocking the web from opening with a possible hosts file contamination.
