IE problems on multi-user system

OS: XP Professional SP1
CPU/Ram: Duron@850KHz/256MB SDRAM

I have a multi-user system and a problem with IE6. Apparently, the browser is only working for the administrator account (the one I'm using now). The limited user accounts will not load IE. It appears in the Ctrl, Alt, Delete Task Manager
"Processes" tab, but it never appeas on the screen. Any help would be appreciated.
