OS: win xp pro SP2
CPU/Ram: Intel Duo Core 2x2.2 GHz

Comment:

i've got a new pc running win xp pro (2002) SP2.
the problem is:
whenever i start a program -- like Word, Notepad, Windows Explorer or any other program -- an Internet Explorer window pops up trying to connect to the internet.
how to fix this problem?

Open Windows Explorer, click on Tools, Folder Options, File Types and scroll down to exe, if it's there. It really shouldn't be there but if it is remove the association to IE from it.

there's no EXE extension on that list.
could it be perhaps a windows service in the background?

I'm guessing you have a dial-up connection. Try this: Open Internet Explorer and go to Tools > Internet Options > Connections tab and select 'Never dial a connection',

'Never dial a connection' - that check box is already checked. there must be something else to tweak.
