IE Issues?

OS: Win XP SP2
CPU/Ram: P4 3.0gHz/512megs

Lately, I have seen IE load slowly. Sometimes when I click a link in a web site to go to another page, the loading sticks. I hit ESC then reload and sometimes but not always, the page will load properly. I dont suspect trojan/worm/spyware as I run scans often.

How can I tell if its my ISP (Charter)?

Its interesting but things pretty much quit today so playing around with the router and cable modem and connections, I connected the router via another port (it has 4) and things seem much better. Hope it stays that way.
