IE Internet Option problem

I was mucking around in the Internet options in IE 6, getting ready to teach a class about how to set basic options (I'm an Opera user) and somehow I turned off Internet Options. The registry shows it is on (1 not 0)under current user. The dialog box says it's been "cancelled due to restrictions in effect on this computer, contact system admin." I can set most options right clicking the desktop icon and using properties there, or running inetcpl.cpl, but can't change the default start page. One post to a similar question mentions a file that was changed, but dosen't give the file name. Any solutions?

If you have Spybot installed, open it and click Immunize and uncheck 'Lock IE control panel against opening within IE'.

Or change it to a 0 in the registry.
