IE and Windows Explorer won't start

I have a machine that Windows explorer won't open nor Internet Explorer when clicked on. I ran stinger from Mcafee and it says that the system is clean. When I check the task manager on the process tab it shows that a file 4044.exe keeps opening up and closing continuously. It jumps around so fast that I can not click on it to close the process. I rebooted the system in safe mode and deleted the file and the registry entry. But that has not solved anything the system still will allow IE or Windows Explorer to open once click on. Other programs open up fine such as MS Word and Excel. Has anyone seen this problem before? What is available to fix this? What can I do?

Isn't 4044.exe a McAfee update of some sort? It sounds like something went wrong with the update and/or the app itself. I'd try uninstalling and reinstalling, then run it again.
