Have any of you had the situation of IE 7/8 not allowing you to scroll down on a (any) page until it is completely loaded?

I think this totally sucks. IE 6 and firefox will allow you to scroll down on any page, even if that web page is not completely loaded.

I have FIOS, and speed is NOT the issue.

Fiber optics probably is not the issue. It is what your computer is capable of handling and how clean and what kind of graphics and memory and are all the drivers working properly...blah...blah...blah.

Another issue can actually be what settings your computer is using for communication ports

XP when installed actually sets your speed forcommunications to that of what was capable way back almost thirty years ago, and most people go through with the settings left that way....

Try this:

device manager > ports (some have 1 or 2 or even 3 different ports...this will need to be performed at each one but the printer)

double click on com1 and the select port settings tab ....and change the following:

Bits per second from 9600 to the highest setting available
Flow Control to hardware

then use the advanced button and verify that the two sliders are open fully...if not move them all the way open.

apply and exit out and reboot your computer!

Some see a remarkable difference and others not so much.

OK, so here I am after applying your suggested changes, and I must say it has made ALL the difference, I'm using IE8 and can now scroll through any page (just like before) without the page being COMPLETELY loaded.
