ICS Won't work after reboot

I have ADSL internet and my router died so I went to using ICS for the time being. I had a heck of a time setting it up, but I was finally able to do it using an old DSL modem I had because of the way the Siemens SpeedStream 4100 works (non-configurable IP addres, and it is 192.168.0.1). The old DSL modem is a Creative/ Broadxent 8012U. I use the USB connection. Also, I did NOT use PPPoE on the Siemens modem, but I have to on the Creative/ Broadxent one.
Anyways, I was able to get ICS working after Disabling ZoneAlarm and switching to XP's firewall on the server. I updated the video card drivers (NVIDIA GeForce4 MX 4000), and after the reboot ICS would no longer work. (I did check, the ZoneAlarm Icon was not in the system tray)

I did some more poking. It turns out that just because the ZoneAlarm Client isn't running doesn't mean that the firewall isn't in effect. So, it works now...
