icons take 30 min to appear

Specs: Windows XP SP3
When I boot my XP pc the icons don't showup for 30 min or more and I can't access the internet until then as well but when it comes up then it works fine although it is slow at times.

Usually a driver issue but it could be almost any number of reasons. Malware, spyware, faulty programs, bad hardware, even some odd network issue.

Did it just get slower and slower or happen all at once?

It got slow all of a sudden after I updated some programs but this happened awhile back and after a few days my icons began showing up right after a reboot but I still had to wait 20-30 minutes to use the internet. At that time I was able to use Word or other programs after my icons appeared but now I can't use anything since no icons are showing up until the internet is available. I've watched with Task Manager and it shows mostly being idle so don't see what's causing it to wait 20-30 minutes before icons show up and internet becomes available.
